First of all, let's face it, it can be a little difficult to understand the way you are billed for
electricity. The actual rate for electricity increases progressively the more you use, so if you double
your usage you can actual triple your bill. That's due to the tiered rating system the utility uses to
determine how much they will charge you for your electricity.
There are four tiers to the rating system. Tier one is called the baseline or baseline allowance. Your
baseline allowance corresponds with the lowest rate per kWh and usual applies to the first 300 kWh used.
That number is set by the utilities and varies slightly in each case. We have seen baseline levels around
313 and the example below lists 336. After tier one (the baseline), electricity rates rise progressively
as your electricity usage reaches the second, third and fourth tiers. The rate also differs slightly from
winter to summer. Your rates also differ depending on your climate zone.
When you increase usage, as you can see in the reprinted SDG&E example bill below, the rate for
electricity goes up exponentially. 300 kWh of electricity costs more than twice as much in tier four than
